摘要
基于新政府范式的公共政策强调创新及其扩散 ,创新政策是促进产业技术进步的一种重要手段 ,创新政策的制定必须考虑竞争和垄断等方面的内容。不同国家的不同环境 ,或者国家创新系统的不同 ,将影响到企业的技术创新活动。技术创新政策的制定不仅受国际环境的影响 ,也深受一国经济和社会目标的制约。政府的作用是为技术创新提供良好的外部环境和制度 :制定产业技术发展战略 ,加大科技投入力度 ,支持中小企业创新 ,强化知识产权保护 。
Innovation policy is an important instrument to promote technological advancement. The establishment of innovation policy must consider competition and monopoly, what is the role of government is provide technological innovation with favorable exterior circumstance and institutions, such as to constitute development stratagem of industrial technology, to increase expenditure in technological efforts, to support innovation of small and medial enterprises, and so on.
