摘要
人类生存离不开物质形态、精神形态和制度形态的资本。制度文明是一种涵括着物质文明、精神文明而又独立于二者的文明形态。制度的文明化程度决定着社会整体的文明化水平。以权利本位理念为灵魂的制度文化 ,以公平正义为价值内涵的规则体系 ,以廉洁、高效为运作准则的制度组织分别为制度文明建设提供着精神驱动。
Human lives are impossible without the capital in the form of material, spirit and system. System civilization is a civilization form which embodies the material and spirit civilization, and at the same time is independent of them. The level of system civilization determines the civilization level of the society. The system culture with power orientation as its spirit, the regulation system with impartiality as its value connotation, and system organization with honesty and efficiency as its operational rule, respectively provide spirit stimulus, regulation support and operational guarantee.
