摘要
受全球矿业下行影响,矿产品价格大幅下跌,但是总体上看,各国经济振兴计划以及中国一系列战略实施,将有助于矿业复苏。当前全球矿业发展新动向:全球矿产勘查已逐步向资源丰富的发展中国家和空白区域扩大;矿业公司股价缩水和市值大幅下降,使得矿业并购成本不断降低;各国呈现以改善投资环境、吸引矿业投资为主的政策调整动向;矿业企业纷纷拓展矿业产业链、加强实体与虚拟相结合,谋求企业生存发展;深部、绿色、智能化、信息化的矿业科技创新引领和提升地勘工作和矿山生产运营;负责任与可持续的矿业开发受到各国的普遍关注。针对当前矿业形势,从发展绿色矿山、深化管理改革、推进矿业科技、稳定地勘投入、加快矿业布局等方面提出相关政策建议。
Affected by the descending of global mining industry, there is a big drop in minerals prices.However, on the whole, on one hand, the economic revitalization plan has been made by the countries around the world; on the other hand, China has adopted a series of strategic implementation with a view to responding to this situation. At present, global mineral exploration has expanded gradually to resource-rich developing nations and the blank areas.Cost of mining mergers and acquisitions has constantly forced to lower due to the fell of share price of mining company and sharp declines of market value.Improving the environment for investment and attracting mining investment are the focus of various countries＇ efforts to shift policies. In order to seek the survival and the development, mining enterprises have enhanced their efforts with regard to industry supply chain extension,and the integration of dummy and entity. Now, all countries have paid great attention to boosting the development of mining with scientific and technological innovation pertaining to depth, green, intelligent and information; promoting geological prospecting work and mining operations; as well as responsibility and sustainable development of mining. On this basis, this paper makes proposals on policies relating to developing green mining,deepening reform of the management, accelerating mining science and technology, stabilizing the investment in geological exploration, and speeding up the mining layout.
