摘要
"绿水青山就是金山银山"这一科学论断,揭示了"绿水青山"与"金山银山"的内在一致性。在剖析"绿水青山就是金山银山"内在联系的基础上,对其基本形态生态资产及其价值形式进行归纳阐释,指出"绿水青山就是金山银山"的转化路径,即生态资产价值化与市场化。同时,将这一路径分解,针对核算、确权和定价这三个基本环节所亟待解决的问题进行分析和讨论。
In China the term ＂clear water and green hills are gold and silver mountains＂are regarded as a scientific thesis put forward by President Xi Jinping for the first time in Huzhou.This paper explains the internal links and consistency between the＂clear water and green hills＂and ＂gold and silver mountains＂,demonstrates that the ecological asset is the basic pattern of this term,and summarizes various value forms of ecological assets.It also indicates that the transformation path from ＂clear water and green hills＂to ＂gold and silver mountains＂is the valuable and marketable ecological assets.This path includes three basic steps：namely,accounting ecological assets,confirming the rights of ecological assets and pricing ecological assets,which are to be settled urgently during the transformation process.
