摘要
Momtchil Dobrev developed ＂theory of corruption＂ and ＂theory of the mafia＂ and its appearances--unstability factor in the social systems. The paper is developed from theory of mafia and describes political model of the mafia. All the theories and the conclusions are based on the practice of the Momtchil Dobrev in the justice system in Europa, Germany, Europea Commission, and Bulgaria.
