摘要
在财政收入增速放缓的"新常态"下,本轮财税体制改革从预算制度、税收制度、财权与支出责任调整等方面确定了改革框架和具体任务。本文分析了这些改革举措对卫生事业发展带来的机遇和挑战,并探讨了优化卫生事业管理、应对财税体制改革的相关对策。
Under the background of slowd own fiscal revenues growth, the framework and specific tasks of finance and taxation reform have been determined from the aspects of the budget system, tax system, property ownership and adjustment for expenditure responsibilities. This paper analyzed the opportunities and challenges brought by these reforms to the development of health service management, and discussed the countermeasures to optimize health service management and to cope finance and taxation reform.
