摘要
国家文化治理体系由主体系统、客体系统和方式系统构成。主体系统包括宏观主体和具体主体,客体系统包括治理对象、内容和目标,方式系统包括基本方式和具体手段。国家文化治理体系与以往的管理体系相比,具有体系结构的复杂化与开放性、运行机制的市场化与平等性、功能内容的复合化与包容性、方式手段的协同化与参与性、整体格局的网络化与互动性等五个方面的特征。国家文化治理体系的研究,可从政府、市场和社会三个视角分别进行。既要借鉴国际经验,更要立足国情,结合改革发展实践,自觉坚持党的领导,积极探索中国特色社会主义文化治理之路。
National cultural governance is made of Subject System, Object System and Formal System. Subject System includes macro subject and concrete subject. Object System includes target, content and goal. Formal System consists of basic form and specific method. Compared with the previous management system, national cultural governance comprises five facets of characteristics, i. e. , complicity and openness of architecture, marketization and equality of operational mechanism, composition and inclusiveness of function, collaboration and participation of means, and networking and interactivity of general pattern. The study of national cultural governance system can be examined from three perspectives respectively, i. e. , government, market and society. The study should draw experience from the international practice; more importantly, it should base upon the national condition, combine itself with the practice of reform and development, adhere to the Party leadership, and actively explore the road of cultural governance with Chinese characteristic.
