摘要
中央政府与地方政府的关系模式一直是各国政治的核心问题。在我国,存在的很多问题都涉及中央政府与地方政府的关系。为了全面深化改革,制度设计者需要在原有的关系模式框架基础上调整和改革中央政府与地方政府的关系,即,以转变和强化中央政府与地方政府职能为核心;以理顺中央政府与地方政府间财政关系为重点;以完善中央政府与地方政府权力运行监督机制为关键;以健全地方官员行政问责机制为保障。
The relationship between the central government and local government has been the core issue of the national politics. In our country, many problems exist in the relationship between the central government and local government. In order to deepen the reform, the system designers need to adjust and reform the relationship between Central government and local government on the basis of the original framework, which focus on changing and strengthening the central government and local government＇ s functions and centralize the central government and local government fiscal relations and treats improving the central government and local government authority supervision mechanism as the key, while guarantee the improve of the local officials of the administrative accountability mechanism.
