摘要
与其他国务院行政机构不同,议事协调机构改革一直存在"精简—膨胀—再精简—再膨胀"现象。本文首先从规模变迁和政策变迁两个维度详细分析了上述现象,并进一步发现,通过一系列控制型政策措施和替代型政策措施,国务院在一定程度上缩小了循环怪圈的振幅和增加了循环怪圈的波长,却终究未能彻底摆脱循环怪圈。接着,本文尝试从存在逻辑、膨胀逻辑、精简逻辑三个维度来解释议事协调机构"精简—膨胀—再精简—再膨胀"之谜。研究表明,议事协调机构改革的正确目标是,防止议事协调机构的过度膨胀,而非消除循环怪圈。
Unlike other administrative agencies of the State Council, coordination agencies did jump out of the downsizing - expanding circle. This paper firstly describes this phenomenon from the size and policy trend, and finds that the State Councilreduced the amplitude of the downsizing - expanding circle and lengthened its wavelength by control or alternative measures, though the circle still works. Then the article tries to explain the reason of the circle from three dimensions ： emergence, expanding and downsizing. Finally, we find that the goal of coordination agencies reform should be controlling the size of coordination agencies rather than jumping out of the circle.
