摘要
本文提出四个问题:什么是政策网络?政策网络什么时候会成功?政策网络什么时候会失败?我们如何管理政策网络?本文继而讨论用以界定网络的三个特征,即信任、外交(diplomacy)和互惠,并对何时建立网络提出十条经验以及网络管理的十条戒律。本文特别关注网络治理规则,即组合的管理、多只手问题、对协调的追求以及地方所有权。最后,本文提出成功网络管理的五项合理推论。
This paper poses four questions. What are policy networks？ When do policy networks succeed？ When do policy networks fail？ How do we manage networks？ It discusses the defining characteristics of networks： trust, diplomacy and reciprocity. It sets out Ten Lessons on when to build a network and Ten Commandments for running a network. It pays particular attention to the four laws of network governance： that is, managing the mix, the problem of many hands, the holy grail of coordination, and local ownership. Finally, it offers five plausible conjectures＇for successful network management.
