摘要
当前中国经济发展已经进入新常态,一个显著特征就是驱动经济社会发展的动力发生了质的变化,由原先的要素驱动向创新驱动转变。随着当代科技革命、产业革命和新军事变革的发展,国防科技与民用科技的界限越来越模糊、结合面越来越广、融合度越来越深,推动军民两用技术及转化运用是军民融合创新的重要环节,也是切实把创新驱动发展战略实施好的重要内容。把握其特点和模式,有助于形成"科学-技术-项目-产业-市场/战场"五位一体和"产业链、创新链、资金链"三链耦合的军民融合国防科技协同创新体系。
Abstraet：At present, China＇s development has entered a New Normal, accompanied by a significant feature is the change for driving economic and social development, shifting from factor driven to innovation driven. As the development of contemporary technological revolution, the industrial revolution and new military revolution, the distinction, combination and integration between National defense S＆T and civil S＆T is more and more blurring, wide and deep. Developing dual-use technology and transformation is an important part of the Civil-Military Integration innovation, also is an important content to implement Innovation-Driven Development Strategy. Grasping the characteristics and model of the transformation of dual-use scientific achievement will help form Civil-Military Integration National Defense Science and Technology Innovation System, which involving＂ Science-technology-project-industry-market/battleground integration＂ and ＂ Industrial chain- the innovation chain-capital chain coupling＂.
