摘要
在城市交通领域节能减排的大趋势下,公交系统提出新的能源发展模式显得尤为急迫。本文研究制定了新能源模式的体系流程,并在分析国内外公交车节能与新能源技术应用前景的基础上,以福州为实例建立社会成本最小化的公交运力发展模型。研究表明,配套设施的建设直接制约新能源车辆的推广,政府的适当补贴政策有利于提高新型车辆的边际效益、减少外部成本,同时应兼顾长期效益发展公共交通。最后,对福州公共交通发展模式的成本效益进行评价,提出管理保障机制及政策建议,为政府决策提供参考。
Under the tendency of energy saving and emission reduction in urban public traffic areas,it appears particularly urgent to propose a new energy development pattern of public transportation system. In this paper,system flow of a new energy pattern is worked out. And based on the analysis of the application prospects at home and abroad of bus energy-saving and new-energy technology,Fuzhou is taken as an example to establish social cost minimization model of transportation capacity development. The study shows that the construction of supporting facilities directly restricts the promotion of new energy vehicles,the government's appropriate subsidy policy is helpful for improving vehicle marginal benefit and reducing external cost,and at the same time we should take into account for long-term benefits to the development of public transportation. Finally,after evaluation on the cost-benefit of the public transportation development mode in Fuzhou,the management guarantee mechanism and policy recommendations were put forward,which can help the government make decisions.
