摘要
结合多年来城轨交通建设规划编制与评估的经验,分析目前建设规划中存在的问题,如线网规划不稳定,编制内容、深度、研究重点有待进一步提高,配套专题研究不足等。提出具体的优化和改进建议,从建设规划角度对线网规划提出明确要求,界定研究深度,并对技术难点提出相应的措施建议。同时,明确建设规划的目标要求和关注重点,重视轨道交通配套专题研究的重要性,提出同步开展的强制性和深度要求,是稳定方案、控制投资、提高功能效果的重要保障。
With years of experience on urban rail transit construction planning and evaluation,the authors analyzed the existing problems in construction planning,such as network planning is not stable,compilation should be furthered and research focus should be identified and improved,research on special and supporting topics is not sufficient,and so on. Specific optimization and improvement suggestions are proposed,including a clear demand on network planning from the perspective of construction planning,the definition of research depth and the corresponding countermeasures on technical difficulties. Meanwhile,it is recommended that the goal should be clear,the planning should focus on construction planning requirements,and attention should be paid tothe importance of research on supporting topics. These requirements are mandatory and should be met in depth. These suggestions are important to guarantee the consistency of the planning,to control investment and improve efficiency.
