摘要
改革之所以艰难,在于"习惯成自然",现有的利益格局束缚了社会创新的动力,而新兴科技力量成为打破这一桎梏的潜在突破口。本文在介绍和评价《大数据时代的国家治理》一书的基础上,从大数据引领的科技革命所蕴含的智能化行政改革方向、大数据带来的"数据民主"对透明政府建设的意义、以及大数据战略对国家治理能力构建的作用等三个方面,论述了大数据与变革体制、创新治理的关系,提出了大数据时代到来为行政管理理论与实践创新带来了新的机遇。
Emerging technology provides an opportunity for breaking the deadlock of government reform.
