摘要
青年被视为经济社会发展的重要推动力量,学术界和党政部门提出了"青年优先发展"理念。但从理念的提出到具体的实践探索,青年优先发展还存在着主体性缺位、系统性不足、制度保障体系不健全的现象。基于当前的问题和困境,分析了社会工作在青年优先发展的介入基础,进一步探索了践行以青年为本理念、激发青年的主体性、提供专业社会服务、加强优先发展的系统性的介入策略。
The youth are regarded as an important driving force for social and economic development. As a result, the academic circles, together with the party and government departments have put forward the concept of＂Youth Priority Development＂. However, from the stage of the introduction of the concept to the stage of practical exploration, there exists a series of problems, such as the absence of subjectivity, lack of systematicness and defective institutional guarantee system. Based on the current problems and difficulties, this paper analyzes the intervention basis of social work for youth priority development, and discusses the following intervention strategies：being youth oriented, promoting youth＇s subjectivity, providing professional social services, and enhancing the systematicness of priority development.
