摘要
随着世界经济和国际贸易的不断发展,航运物流以及港口建设日益重要,港口在发展过程中逐渐形成港口群,其中的港口互相协作同时也互相竞争。在目前强调低碳发展的趋势下,港口竞争力必然受到相应的影响。基于低碳理念,从港口的经济情况、空间优势、硬软件设施、生态环境等4个角度出发构建了包括港城互动程度、港口区位优势、港口处理能力、港区清洁能源利用率等18个可以具体量化的评价指标。同时利用模糊层次分析法建立了模糊互补矩阵,计算得出准则层相对目标层的权重和指标层各指标对于各自准则的权重向量,构建了基于低碳发展的港口竞争力评价层次分析指标体系,为低碳港口竞争力评价提供良好的借鉴参考。
With the continuous development of shipping logistics, the number of port in the same area continuous growth and port groups are constituted of ports which have the similar location, scale and function. Port group will bring some negative impact on the environment. According to the concept of low-carbon, this paper constructs the evaluation index system of low-carbon port. In the view of economics, space, software and hardware facilities, ecological environment, an evaluation index system that includes 18 indexes, i.e. the degree of the interactivity between port and city, location advantage of the port, port throughput, clean energy utilization, was established. Fuzzy analytical hierarchy process was hired to get the weight of each normal level index and all indexes.
