摘要
保护包括少数民族(族裔)在内的少数人权利一直是宪治1国家面临的重大理论和现实问题。文章以少数人权利的保护为视角,对制衡民主权利的种种原则和制度如分权原则、保护少数原则、协商民主制度、结社自由原则、差别(对待)原则等做了详细分析,指出其对少数人权利保护的重要作用和意义。
Protecting the rights of minority （including ethnic groups） has been an important theoretical and realistic issue of constitutional states. This paper makes a detailed analysis of the principles and system of the balance of democratic rights such as the principle of separation of powers, the principle of protection of minority, the system of consultative democracy, the principle of freedom of association, and the principle of distinction from the perspective of protecting minority powers. It also points out the important role and significance of the protection of minority rights.
