摘要
由各种因素和现实关系所构成的改革系统工程,必须具有内在的逻辑一致性以及改革推进过程各环节的逻辑一致性,才能保证改革取得预期的成效。进入新时期,改革的方式更倾向于顶层设计,集中决策,顾全大局,防止特殊利益集团的干扰阻碍。改革红利实际上就是因经济便利性提高而释放市场经济活力,从而解放和提高生产力。在改革进程中,父母官意识逐渐演变为"裁判员"意识和"公仆"意识,"谨遵父命"意识逐步转变为法治意识和自由意识,这是中国经济改革实现其制度机理的内在逻辑一致性的必要条件之一。改革在本质上是要通过"试错"过程来完成的。改革的实施执行过程也需要有创新和担当,要有积极主动精神,"动脑筋,想办法",让措施落地,让制度可行,并且全过程不离改革初衷。一方面,可感受的利益是改革动力的源泉,只有让民众实实在在地感受改革产生的利益,才能形成有利改革的利益关顾格局。另一方面,改革也必须有能知"柴米贵"的利益约束机制,才能确保形成可持续的制度安排。
The reform project which composed of various factors and realistic relationship must have the inner logical consistency and logical consistency of each reform process, in order to guarantee the reform achieve the desired results. Bonus from reforms are to release market economic activity by improving economic benefit, thus liberate and increase productivity. In the process of reform, making the ＂follow the father consciousness＂ gradually evolve into the law and freedom consciousness is the one of the necessary conditions that can achieve internal logical consistency of China＇s economic reform. The implementation of the reform also needs to have the innovation and spirit of play, to promote measures to fall to the ground, to promote system feasible, and cannot deviate from initial intention of reform in the whole process.
