摘要
现实情况分析,产权模糊制约集体经济的健康、持续和快速发展。新形势下,如何在"谁投资谁所有、谁积累谁所有"原则的指导下,科学准确界定集体企业长期发展过程中形成的各类产权,探索企业不同运行状态和模式下的产权处置方式,同时在对"虚化"和"实化"职工个人产权两种方法予以比较性分析的基础上,提出量化职工个人劳动积累形成产权的创新性建议,旨在解决集体企业发展过程中所谓的产权陷阱,进一步界定和明晰产权、建立现代产权制度,谋求集体企业长远和可持续发展。
From the status quo analysis, property vagueness has been playing a significant role in restricting the collective economy on the healthy, sustainable and fast developing way. With the guiding principle of owning because of investing and owning because of labor accumulating, how to define and clear different properties forming on the enterprise development process, probe enterprise property＇s managing methods under different business operational statuses, in the meantime, propose the innovative and measurable plan to define the employees＇ individual property by comparing the property defining nominally and veritably in order to solve socalled property trap, define and clear property, establish the modem property system and promote the long-term and sustainable development of collectively-owned enterprises.
