摘要
从传统以政府为主导的行政管理走向行业、企业、社会组织等多元主体共同参与的协同治理,是我国职业教育治理体系现代化的根本目标。依据现代治理理论及国际职业教育治理的基本趋势,职业教育治理体系现代化包括治理体制现代化、治理政策法规现代化、治理制度和标准现代化、治理监控体系现代化。准确定位各级政府权责,建立有效发挥市场作用的机制,职业教育政策法规的更新完善,加强各层面保障职业教育发展和实施的制度和标准建设,第三方职业教育治理监控机构建设,以及多层面的职业教育治理监测指标体系开发是这一框架的主要内容。
Transforming from traditional government-dominated administrative management to the coordinated governance participated by various subjects including industry, enterprise, social organizations, etc. is the fundamental objective of modernization of vocational education governance system. According to the modern governance theory and the development trends of international vocational education, the modernization of vocational education governance system include the modernization of governance mechanism, policy and laws, system and standards and monitoring system. Exactly orient the responsibility and rights of the governments at different levels, build the mechanism fully exert the role of market, optimize and update relative vocational education laws and policies, construct the third party vocational education governance monitoring institute, etc. are the main contents of vocational education governance system.
