摘要
本文基于层次分析法构建烟农专业合作社绩效评价的指标体系,通过信息熵技术和理想点原理构建评价模型,并应用该模型对15个样本烟农专业合作社进行绩效评价。结果表明,山东烟农专业合作社整体发展水平较高,但存在不平衡性;合作社年盈余、社员年均纯收入高于当地平均数比例、社员年均纯收入高于当地平均数比例、带动非社员数量四个指标在合作社绩效评价指标中尤为重要。政策建议:加强烟农专业合作社的标准化和规范化建设;政府、烟草公司应科学构建烟农专业合作社绩效评价体系,并依此制定相应政策。
Performance evaluation had an important guiding role for the healthy development of cooperative team of tobacco planters in China. In this paper, the analytic hierarchy process to construct the index system of the cooperative team of tobacco planters based on performance evaluation, through the information entropy technology and ideal point principle established the evaluation model, and this model was applied to the performance evaluation of a sample of 15 farmers professional cooperatives. The results showed that: Shandong cooperative team of tobacco planters to overall development level was higher, but there were still certain imbalance; cooperative annual earnings of the members, the annual net income was higher than local average ratio of the number of members, with an average annual net income higher than local average proportion, to drive the number of non members of four indicators in cooperatives performance evaluation index was particularly important. Policy recommendations: strengthen cooperative team of tobacco planters standards and standardized construction, the government and the tobacco companies should be scientifically constructed the performance evaluation system for cooperative team of tobacco planters, and so to develop the corresponding policy.
