摘要
目的:通过对上海市4所新建三级医院郊区分院自开业来政策落实情况、业务情况、经济运行状况等进行评估,从而分析其取得的成效和面临的问题并提出相关建议。方法:采用文献法对4所医院改革进展及落实情况进行分析,对4所新建医院的运营情况进行描述性分析。结果:4所新建医院初步落实了改革方案,业务量有了一定增长,存在较大的收支差额,但在宏观和微观方面都存在问题,需要改进。结论:应进一步完善顶层设计和配套政策改革,形成合理的区域就医格局,优化资源配置,加强医院内部管理,优化医院内部运行机制。
Objective：According to the evaluation of policy implementation, business situation, economic status of major public hospitals newly built in suburbs of Shanghai, analyzing the results and problems and puts forward related suggestions. Method： Using the documentary analysis method to analyze the progress and implementation of hospital reform, and using the descriptive analysis to analyze the operation of hospital. Result： 4 hospitals had been implemented preliminarily, the volume of business had risen but there was a big gap between revenues and expenditures. There is still problems in both macroscopic and microscopic aspects needed to be solved. Conclusion： It needs to further complete top level design and support policy to shape a rational regional medical service provision, optimizing resources allocation, strengthening hospital internal management and improving internal management mechanism.
