摘要
加快推进农村集体土地确权发证工作是国家、省、市部署的一项重大确权登记发证任务,主要是为了让农民用地管地有凭有证,保障他们的基本利益,对城市和农村的共同发展,加强农村农业的发展基础,促进农村土地管理制度的大胆革新,集体节约用地有着巨大的重要意义。本文主要是对中山市农村集体土地所有权进行登记、发证的管理信息系统建设方案进行了研究。
To advance the confirmation certification on the rural collective land is a significant task of registration and certification from the country, province and city. The main purposes are to let the farmers use and manage the land with certificates, to guarantee their primary interests. At the same time, it will have a remarkable significance to the mutual development of both the cities and country- side, reinforcing the development foundation of rural agriculture, promoting the bold innovation of management system on rural land and collective optimal land utilization. This paper carries a research on the registration of the rural collective land ownership and the development scheme of the management information system on the certification.
