摘要
全球化的扩展与全球海洋问题的频发等现实因素推动了全球海洋治理的产生,治理理论与全球治理理论则为全球海洋治理提供了基本的理论来源。全球海洋治理是由目标、规制、主体、客体等四种要素构成的有机整体,其实现方式主要包括主权国家合作方式、国际政府组织主导方式、国际非政府组织补充方式以及国际规制的强制作用方式。当前,全球海洋治理的实现受到一系列因素的制约。作为一个重要的海洋大国,中国应在权力、能力与国际影响力等方面加以应对和完善,以提升我国在全球海洋治理中的地位。
The expansion of globalization and the global marine problems promote the appearance of global ocean governance. Governance theory and global governance theory are also the basic theories of global o- cean governance. As a complex system, global ocean governance is composed of four basic elements, inclu- ding objective, regime, subject and object. At present, global ocean governance is restricted by many fac- tors, such as the conflict of national interests and global interests, the asymmetry of international political and economic system, the imperfection of international regimes, and the limited functions of international organizations, and so on. As an important maritime power, and in order to enhance the position in the glob- al ocean governance, China should improve its international influence in power, ability and international in-fluence.
