Research on Vulnerable Groups' Social Welfare Attitudes in China's Mainland

摘要社会福利制度的构建,不但应当综合考量当前经济社会发展的基本水平,而且需要明确地界定弱势群体的社会福利态度。但是,由于学者们普遍将注意力聚焦于社会福利制度的客观资源而忽视了主观态度的测量,因而国内学术界尚缺乏建立于社会福利态度基础上的需要满足路径研究。本研究从此议题出发,利用ISSP国际数据库和3279人的实证调查,对中外弱势群体的社会福利态度做出了全面的探讨,并发现中国大陆本土化的社会福利态度具有"强诉求性"与"弱保障性"的二元特征,社会福利态度与东亚福利体制的福利供应特点相吻合,且在形成机制方面主要以个体资本因素为主,与福利获取因素的关联度较低。研究建议,未来的社会福利政策应当进一步关注本土化的民众诉求,尊重社会福利态度的现实特点与演变规律,积极形成需要为本的社会福利发展路径。 To construct a proper social welfare system,it is not only to consider the current situation of economic and social development,but also should take vulnerable groups' social welfare attitudes into account.Unfortunately,because most domestic scholars take more attention to social welfare resource,comprehensive researches on social welfare attitudes seem to be so rare in our academic circles. After using the ISSP database and an empirical investigation on 3279 people in China's Mainland,this study focuses on vulnerable groups' attitudes to governments' responsibility in welfare providing system. This study finds that vulnerable groups' social welfare attitudes in China's Mainland clearly respect highest requirement to social welfare construction compared with other regions,and they focus on producing or employment affairs rather than protective affairs,which seem to be a subjective evidence to East Asian welfare regime;and also,the main influencing factor behind social welfare attitudes in China's Mainland can be concluded to be individual capital,obvious welfare dependence can not be detected in the investigation. This research remarks institutional characters and dominating factors behind China's Mainland's social welfare attitudes,and suggests policy-makers should respect the welfare needs of local residents,improve the effectiveness of social welfare policies,and try to form a needsbased social welfare system.
