摘要
萨巴蒂尔在其倡议联盟理论中提出,政策论坛可成为推动政策学习并引发政策变迁的内在动力。为验证该理论在我国的适用性,本文使用案例研究方法,以倡议联盟框架为主要分析工具,通过对广州市城市生活垃圾治理政策变迁过程的解析,发现上述理论假设在我国同样适用,并进一步将其发展变化的逻辑过程清晰呈现,即:政策论坛通过推动政策学习导致双方信念体系改变,进而引发政策变迁,整个过程遵循"政策论坛-政策学习-信念改变-政策变迁"的逻辑路线。政策论坛作为政策变迁的驱动力有可控制、能吸收多政策主体参与等方面的优势,可为政府的政策发展、政策创新以及一些公共问题的解决提供新思路。当然,政策论坛也受一定条件的制约,如良好的社会基础、政府的执政能力与执政理念及特殊的公共问题。当前政策论坛在我国的适用范围比较有限,但未来应是推动我国政策变迁的重要力量。
Sabatier put forward that Policy Forum may become the inner impetus in boosting the policy changes in his theory of Advocacy Coalition. The objective of this study is to verify this theory's feasibility in China,and to seek more enlightenment in the application of policy forum. A case study is conducted to do research on the hypothesis and make final conclusion,by taking advocacy coalition frame as primary analysis tool and analyzing the process of policy changes in living garbage governance in Guangzhou city. The case study reveals that China's policy changes follow this logic path. Namely,policy forum propels policy study,then changes the belief system of advocacy coalition and finally causes policy changes. The study reveals that policy forum is restricted by some conditions involving fine social foundations,the government's governing capacity,governing philosophy and some special public problems. Therefore,policy forum,currently,is only limitedly applied in China. Policy forum,as the impetus of policy changes,possesses many advantages such as manageable,hosting various policy parties. Thus,it can provide a new vision for governmental policy development,policy innovation and the solving of some public problems. In the long run,it will become an important impetus in promoting China's policy changes. This article emphasizes that policy forum is the inner impetus in propelling the policy study and leading to the policy changes. It constructs and verifies the logic path of 'Policy Forum-Policy Study-Belief Changes-Policy Changes'.
