摘要
在当今经济全球化、民族主义思潮与现代国家民族建构运动以及非传统安全等因素的多重影响之下,跨界民族对国际关系以及一国内部事务尤其是边疆公共事务治理,造成了较为复杂而重要的影响。而在公共事务治理研究中,对于跨界民族与边疆公共事务这一特定区域和群体的研究是较为欠缺的。本文首先结合统计数据对我国边疆跨界民族的经济、社会发展情况进行了分析;其次对跨界民族跨境交往的成就与问题进了归纳和总结;最后基于我国跨界民族和平跨居的主流趋势以及跨界民族事务的主要特点,提出了相应的治理模式与机制。研究认为,政府应转变跨界民族与边疆公共事务治理中的传统模式——族际主义的一元治理模式,尝试构建基于边域的区域主义的多元治理模式。本文的创新在于,基于边疆治理体系和治理能力现代化的视角,结合跨界民族事物与问题的实证分析,构建了边疆公共事务的治理机制,从而丰富了边疆治理的理论视角,有助于边疆治理能力的建设与提升。
The trans-border ethnic groups,influenced by multiple factors such as economic globalization,nationalism ideological trends,modern state and nation construction movement and non-traditional security,have caused complex and significant impacts on one country's international and domestic affairs,especially the public affairs in the border zones. The research on trans-border groups and public affairs in border zones,as a part of public affairs research and treatment,has not yet been thoroughly carried out. So,combined with statistical data,this article analyzed the economic and social development of China's trans-border ethnic group areas,followed with the summary achievements and the problems in the cross-border exchanges. Considering the main trend which is peace-living and characters of trans-border ethnic groups,we have proposed corresponding mechanisms and governance model. So,the government should upgrade and improve the traditional governance model for trans-border groups and public affairs in border zones,and basing on regionalism of border areas,it should be shifted from single one of just focusing on the inter-ethnic ideology to multiple governance models. The innovation of this paper is to build public affairs governance mechanism in border areas,which is based on the perspective of frontier governance system,governance modernization and the empirical analysis of the trans-border ethnic groups issues. All in all,all the study is in the view of enriching the theoretical perspective of frontier governance,promoting the building and upgrading of frontier governance capacity.
