摘要
对云南耕地利用及保护现状、耕地质量建设与保护中存在问题进行分析,提出统筹规划、加大投资、依靠科技。在全面实施"增""提""改""防"等综合措施的基础上,以提高划定的永久基本农田耕地质量、加大力度建设与保护耕地质量、依法管理耕地质量为重点,全面提高耕地质量,确保全省有限耕地资源的可持续利用和农业综合生产能力的提高。
Based on the analysis of cultivated land use and protection status, the existing problems in Yunnan province, an overall idea for the construction and protection of cultivated land, that is to make a comprehensive plan, increase investment, rely on science and technology to implement a series of measures such as increasing amounts of organic fertilizers, improving the utilization ratio of fertilizer and water, impro- ving the soil, preventing soil degradation in order to maintenance the quality of cultivated land, with the focus on improving the quality of de- limited permanent basic farmland, doing more to construct, protect and managing the quality of cultivated land in accordance with law in Yun- nan are systematically proposed.
