摘要
综述了DRGs的定义、产生背景和在国内外的应用情况,发现各国都分别对其展开过研究和实践,并且DRGs在应用过程中确实能起到减缓医疗费用的增长速度、缩短平均住院日等作用,但也存在着医院违规操作和不鼓励技术进步、医务人员负担增加以及病种覆盖范围难以面面俱到等问题。建议从管理上完善监管体系,从制度上鼓励信息建设和实证研究,从技术上注意病种选择。
This article summaries the definition, background and the application at home and abroad, finds that many nations have been studying on and practicing the DRGs. The DRGs could surely lower the medical cost growth and shorten the average length of stay while it might cause hospitals’ violations and medical technology stagnation, medical staffs’ albatross and the disease groups’ non-complete coverage. It is considered that inspection system, information technology and positive research and disease selection needs to be strengthened.
