摘要
职工基本养老保险是我国最重要的养老保险制度安排,其根本缺陷是地区分割统筹导致了国家法定的统一制度沦为地方性制度安排,并呈现出日趋固化的区域利益失衡格局,这既严重扭曲了制度的正常发展路径,也衍生出了一系列不良后遗症。优化这一制度的根本出路在于真正实现全国统筹,将地方"承包制"回归到国家统一制度,使职工基本养老保险制度走向成熟、定型、稳定发展的新阶段。
Urban employees＇ basic pension insurance is the most important pension insurance in China. Its fundamental deficiencies are that regional segmentation has degraded the statutory unified system to a regional institutional arrangement and resulted in an increasingly solidified unbalanced pattern of re- gional interests, which has not only seriously distorted the normal development path of the system, but also caused a series of adverse sequelae. The fundamental way to optimize the system is the real implementation of the national pooling which reverses the regional ＂contracting-out system＂ back to a national uniform system, and to take this as an opportunity to prompt the system to be more mature, fixed and steady.
