摘要
目的:开发医院综合评价工具,为公众提供公共信息、促进医院开展管理竞争。方法:利用文献综述和专家咨询方法,确定医院综合评价指标体系。运用加权秩和比法,对北京市11家三级综合医院开展评价,计算得分并排序。结果:从质量安全、服务效率、费用控制及患者感受等4个维度,选择入院与出院诊断符合率、院内感染率、出院者平均住院日、病床使用率、次均例均医疗费用、医疗纠纷投诉率等12个评价指标,分析了北京市11家三级综合医院排序结果。结论:研究方法可为其他地方参考,研究结果可为公众就医选择提供信息,有利于促进医院之间开展管理竞争,改善服务。
Objective： To develop the assessment tool on the performance of hospitals and provide the public with information to encourage the management competition among hospitals. Methods： Literature review and expert panel were used to construct the indicator system on the measurement of hospital performance. Weighted rank-sum ratio method was applied to assess 11 tertiary general hospitals in Beijing. Results： Twelve statistical indicators were selected from four dimensions; they were medical quality and safety, service efficiency, cost containment and patient complaints. The indicator system included the following： diagnostic coincidence rate, the infection rate within hospital, the average length of stay, the utilization rate of hospital beds, the inpatient and outpatient fees and the rate of medical complaints etc. The assessment results were generated through comprehensive analysis. Conclusions： The study approach could be used as references for other provinces and the assessment results could be used for patients to choosing the hospital for visit and admission. The results could also encourage the hospitals to improve their services through management competition.
