摘要
公立医院是非营利组织,不以营利为目的,但不能没有营利。公立医院适宜的营利率是一个研究课题,医院工作人员能否从营利中获取适当收入,也是一个研究课题。这些年,公立医院的经济运行是不透明的,应该打开这个黑箱。深入认识公立医院经济运行的机制、制度和规律,为合理的财政投入提供依据,建立合理的监管制度,使公立医院走上健康发展之路。
Public hospital belongs to non-for-profit organization whose aim is not for taking profit. But public hospital must have balance in financial outcomes. The suitable balance rate and whether the medical staff can share the balance in public hospital are the key questions. In current years, public hospital operation is not transparency enough. The black box needs to be opened to learn its management mechanism to give evidence on rational government input and establish rational regulation system, which will promote public hospital healthy operation.
