摘要
推进政府治理现代化既是基于我国传统的政府行为模式困局,又是在西方治理理论诱导下的自主选择,是内外因素双重作用下的顺势而为。由此形成的未来现代化的治理模式是"元治理模式",元治理的实现有赖于确立作为治理参与主体应有的主体性地位、赋予市场和社会更多的"个体权利"以及加强顶层设计,完善制度体系。
To promote the modernization of government management is based on the predicament of government behavior pattern in China and also is own choice by the induction of western theory. The result of the future modern governance model is Meta Governance Model. If Meta Governance Model becomes true, it would be to establish main participants＇subjectivity, give individual rights to the market and society and strengthen top-level design in order to perfect the system.
