摘要
民主是国家治理体系和治理能力现代化的本质特征。国家治理体系和治理能力现代化彰显社会主义民主政治制度化、规范化、程序化,充分保障人民当家作主,其目标是完善和发展中国特色社会主义制度。基于此,应从加强和改善党的领导、加快转变政府职能、重视发挥政府和市场的作用、建立事业单位法人治理结构、发展社会主义民主政治、推进法治中国建设、强化权力运行制约和监督体系、创新社会治理体制等途径推进国家治理体系和治理能力现代化,实现中国特色社会主义制度的民主化。
Democracy is the essential characteristic of the modernization. With management system and management ability, they should be systemized, regard to the national standardized, and institutionalized so as to fully ensure that the people are masters of the country. Based on this, the measures that should be taken include the strengthening and improving of the leadership of the Party, speeding up the transformation of government function, letting the government and the market play their roles, setting up the institution legal person governance structure, developing socialist democratic politics, promoting the concept and practice of ruling by law, enhancing the restriction and supervision system of power operation, and innovating the social management system.
