摘要
在社会转型期的背景下,非政府组织以其独特优势和内在特性在灾后重建领域预设了巨大的空间,发挥着积极作用。非政府组织主要通过调查评估功能、辅助规划功能、宣传教育功能、资金募集功能的良好发挥在灾后重建活动中得到社会认同。无论是从非政府组织现实状况考察,还是从非政府组织灾后重建功能最佳发挥考察,都应加强非政府组织的培育。非政府组织的培育应从内涵基础建设到精神内核提升入手,以公民社会和志愿精神为两大培育主题。
Under the background of the social transition period,the non-governmental organizations establishment the huge space in advance in the domain of the reconstructs after the disaster,for their unique superiority and intrinsic characteristic,displaying the positive role. The non-governmental Organizations obtain the approval of society in the reconstructs after the disaster through the good display about the function of the investigation and appraises,the function of the assistance plans,the function of the propaganda and education,the function of the fund collects. Either to the realistic condition of the non-governmental organizations,or to the displaying of the best function about the non-governmental organizations,it should be enhanced the cultivation of the non-governmental organizations. The cultivation of the non-governmental organizations should be enhanced in the construction of the intrinsic foundation and in the enhancement of the intrinsic spirits,take the citizen society and the volunteer spirits as two big cultivation subjects.
