摘要
大力推进基础设施建设是目前我国经济发展中的战略性举措,其中的关键就在于如何建立良性的激励性制度。但是从制度背景和绩效分析来看,我国现有的基础设施建设制度并不能提供有效的激励,亟待修正。本文就此提出相关的政策建议,以便国家在加大基础设施投资的同时,更有效地进行宏观调控和微观激励。
Expediting constructions of infrastructure is strategical measure in China's economics development. Establishing a incentive system is the most important factor. In practice,it was concluded that the present system couldn't supply enough incentives by performance evaluations.The authors give us some suggestions for the system reform of infrastructure construction,such as decision-making system reform etc.
