摘要
逐步完善以居家为基础、社区为依托、机构为补充的社会养老服务体系,是我国养老服务发展的重要方向。居家养老已经成为国外一种主要的养老模式。借鉴国外居家养老模式的成功经验和发展趋势,我国居家养老模式从政府层面看,应发挥引导功能、整合资源、完善政策法规,加强监督和评估;从社区层面看,应完善社区养老服务网,加强新设施建设,整合原有设施资源,加强专业人才建设等等。
The home-based,community-dependent and institution-affiliated social security or pension service is an ideal mode in China,while home-based pension service is the principal mode abroad.This essay analyzes the foreign home-based pension services and proposes countermeasures to improve our homebased pension services from the governmental and communal levels.
