摘要
本文利用2003~2012年的我国省级面板数据,探究了东、中、西三大区域环境规制强度对技术创新影响的差异性。结果发现,环境规制强度对技术创新的影响存在明显的地区差异。规制强度高的东部地区,环境规制增强对地区技术创新能力提高有一定的抑制作用。中部地区环境规制强度对技术创新的影响不确定。规制强度较低的西部地区,环境规制增强可以促进技术创新。根据这一结论,我们认为各地区不可盲目提高规制强度,应根据自身发展情况将环境规制强度设置在合适的范围内。除此之外,还应将适当的规制强度与灵活多样的规制政策相结合,更好地发挥环境规制对技术创新的积极作用。
This paper uses the provincial panel data between 2003 and 2012 in our country to explore the differences of strength of environmental regulation in the eastern,central and western regions impact on the technological innovation. It was found that the strength of environmental regulation has significant regional differences on the impact on technological innovation. The eastern area has high intensity regulation,and the enhancing of environmental regulation has a certain extent on the improvement of technological innovation capability. The impact of environmental regulation in the central region on technological innovation is uncertain. And the western region strength is low,and enhancing environmental regulation can promote technological innovation.Based on this conclusion,we believe that each region should not increase the intensity of regulation blindly. They should be set in an appropriate range. In addition,we should combine the regulatory strength with flexible regulation policy to play an active role in environmental regulation on technological innovation.
