摘要
历史文化名城是我国遗产保护体系中的重要组成部分,也是我国文化遗产的杰出代表,具有极大的旅游价值。在全球化深刻影响地方价值观念、城市化强力改变城市特质与结构的历史阶段,中国的历史文化名城在发展与保护的双重压力下不堪重负,而旅游作为城市遗产保护的动力则更多地体现为负面影响。面对如此情境,如何使两者协同发展,本文介绍了2011年联合国教科文组织提出的《关于历史性城镇景观的建议》,通过"历史性城镇景观"具有广泛背景的思维视角、多维度的整体性方法,探讨现阶段历史文化名城旅游存在的问题,并提出旅游协同发展的战略框架与重要的协同关注点,以此推动历史文化名城保护迈向更为积极和全面的阶段。
As an important part of China＇s cultural heritage system and outstanding representatives of cultural heritages, historic cities are of great value for tourism. In contemporary area when globalization has profound influences on local values and urbanization has greatly changed urban structures, historic cities in China are under the dual pressures of development and protection, while tourism as an engine for city heritage conservation has more negative influences. Faced with such a situation, to achieve a coordinated development, the paper introduces the ＂Recommendation on the Historic Urban Landscape＂ （HUL） by the UNESCO in 2011. From the HUL perspective which has extensive backgrounds and a holistic approach, it explores issues concerning tourism in historic cities and proposes a strategic framework for a coordinated development of heritage conservation and tourism for a sustainable development.
