摘要
对需要网省两级调度协调控制的输电断面作出了界定,分析了网省间输电断面实时调控中存在的难点,提出了计及断面间相互影响的调控裕度算法,开发了针对自定义断面的灵敏度快速算法;提出了"共同监视、协调控制"的网省间输电断面调控原则,正常情况下按照调管范围优先原则进行安排、异常情况下按照紧急控制指标(定义为灵敏度和调控裕度的乘积)优先原则协调控制;解决了由于运行方式变化、断面调控相互制约等因素导致的调控方向不明、调控后果难以把握问题,可有效提升调度精益化调控水平。
A transmission section which need coordination control between provincial and regional dispatching centres is defined. Based on the analysis of the difficulty for the real-time control, the dispatching principle of joint monitoring and coordinated control is proposed. Control margin calculation methods considering the interaction of transmission sections are proposed as well as the sensitivity algorithm aiming at the user-defined sections. A transmission section coordination for grid level and provincial level control as "collaborative supervision with coordinative control" is proposed. In the normal case, the principle of jurisdiction should be prior, but the fast control index, defined as the arithmetic product of sensitivity and control margin, is given priority in emergency. The dispatching control problems of determining the direction and impact after regulation, according to the operation situation and the interaction of sections, is solved, thereby the dispatching level is effectively improved.
