摘要
2014年,上海全面贯彻落实中共十八大和十八届三中、四中全会精神,坚持以改革统领全局,全面推进"五位一体"改革。从自贸试验区到浦东综合配套改革,从国资国企改革到投资体制改革,从文化体制改革到社会治理创新,从生态文明制度建设到农村改革,上海在重要领域和关键环节向纵深推进,不断取得重要突破。2015年是上海全面深化改革、推进依法治市的关键之年,是全面完成"十二五"规划的收官之年。要坚持以改革统领全局,强化法治思维和法治手段,持续全面加大改革创新力度。
In 2014, Shanghai has fully implemented the spirit of Party＇s 18th and eighteenth session of the Third and Fourth Plenary, persisted in guiding overall situation with reform and comprehensively promoted the ＂Five in One＂ reforrn. From the CSPFTZ to Pudong comprehensive complement reform, from the state owned enterprises reform to the investment system reform, from cultural system reform to social governance innovation, from the construction of ecological civilization system to the rural reform, Shanghai has achieved in-depth improvement and made important breakthrough in important areas and key links. The year 2015 is an essential year for Shanghai to comprehensive deepen reform and promote the rule of law to the city, and it is also the final year to fully complete the ＂Twelfth Five-year Plan＂. Shanghai should persist in guiding overall situation with reform, strengthen the rule of law and the awareness of it and continue to comprehensively deepen reform and innovation.
