摘要
在平安中国和法治中国建设的背景下,办案质量无疑在公安机关刑事执法办案中处于重要地位。面对社会转型期人民群众日益增长的执法需求同基层一线执法办案能力不相适应的现实矛盾,不可否认的是当前基层刑事办案中还存在一些普遍性、多发性执法问题。由此,在对当前办案中暴露出的问题进行汇总、梳理、分析的基础上,就进一步规范执法办案、提升办案质量等提出若干对策建议。
In the background of development of peaceful and law-governed China, the quality of criminal investigation is undoubtedly a priority in police law enforcement. It can not be denied that the contradiction between increasing demands of the public and impropriate criminal investigation competency in first line units in transitional social stage is a common and popular problem in criminal investigation first line units confront. Based on the summary, categorization and analysis of these problems, the paper suggests countermeasures to further standardize the criminal investigation and improve its quality.
