摘要
推进农村集体产权制度改革是深化农村改革的重要内容,对于壮大农村集体经济、增加农民财产性收入、建立城乡要素平等交换关系,具有重要而深远的意义。农村市场经济体制的发展,不仅丰富了农村市场的交易行为,形成了更为复杂的成员身份及利益关系,也提出了建立明晰的产权制度的要求。现阶段我国农村集体产权制度改革取得了一定的进展,但由于现行法律、政策等制度性约束,各地在推进改革过程中都遇到一些亟待解决的关键问题。推进农村集体产权制度改革,需要在成员资格认定、规范股权管理、完善治理结构、培育发展产权市场以及调整完善现行法律法规和政策规定等方面加快试点试验,促进农村集体经济健康发展。
The reform of rural collective property rights system is an important part in deepening the reform in rural areas. It will have important and far-reaching significance for enhancing the economic strength of the collectives, increasing farmers＇ property income and consolidating the ruling basis of the CPC in rural areas. China＇s rural collective property institution has met the unprecedented challenge. The defects of the rural collective l^roperty institution of China have brought a series of serious problems. Reform the rural collective property institution, multi- aspect joint efforts such as setting and management of the ownership, constructing perfect treatment structure, standardizing training property right market and perfecting the law system need to be made.
