摘要
基于江苏省苏南五市456家服务业企业的问卷调查,对企业创新转型的动力、困难和方向选择进行了研究,同时对企业创新转型过程中的政府政策的重要性、科学性和满意度进行了效用评析。提升政府有关发展现代服务业的政策的"瞄准效率",应分类指导选择服务业企业的创新转型方向,大力培育服务业领军型企业;进一步明晰服务业企业的扶持重点,突出"创新能力"的价值导向;完善支持服务业企业创新转型的配套政策,放大政策支持的杠杆效应;加大对服务业企业引进和培养高端人才的政策支持。
Based on the questionnaire survey data of 456 service enterprises in Jiangsu province, this paper study the impetus, difficulties and direction in the process of enterprise transformation and innovation. Meantime, the government policies are evaluated from three aspects of importance, scientificity and satisfaction. To promote the ＂targeting efficiency＂ of policy about the development of the modern service industry, the government should classify guide the innovation transformation direction choice of the enterprises in the service industry, vigorously cultivate the leading enterprises; further clarify the support key of the service sector companies, highlight the value guiding of ＂innovation capability＂; perfect support policy about the enterprises＇ innovation transformation, amplify leverage effect of policy support; enlarge the policy support for the service industry enterprises to introduce and cultivate high-end talent.
