摘要
海域资源价值评估方法很多,不同方法适合评价不同资源的不同价值,当前因方法有效性、可靠性不强或选取、使用不当导致的研究结果差异大、可比性差、可信度低等问题非常突出。本文以评估方法为主线,梳理了20世纪70年代以来海域资源价值评估领域的研究成果,重点分析总结了广泛使用的各种贴现现金流方法的适用范围、优缺点及其代表性研究。认为未来研究者可以从注重跨学科方法和实物期权方法的使用、重视动态评估、用客观方法确定遗产价值等方面努力,以探寻最适合评估对象的方法。研究可为改进海域资源价值评估方法、提高评估有效性和可信度提供参考和借鉴,进而有助于深化海域资源性产品价格和税费改革、加强生态文明制度建设、实现可持续发展。
There are many methods for maritime space resource valuation which adapt to different values of different maritime space resources. Because the validity and reliability of methods are insufficient or methods are unsuitable or misused, problems such as big differences,weak comparability and low reliability among results are striking. Here, research achievements in maritime space resource valuation since the 1970s were reviewed, with an emphasis on analyzing scopes of application, advantages, disadvantages and representative studies of various discounted cash flow methods. These methods mainly include the market valuation method and production function approach that belong to direct market valuation technique; the travel cost method, hedonic price method and market cost method that belong to substitute market valuation technique; and the contingent valuation method, choice experiment method and contingent behavior method that belong to contingent market valuation technique. To look for the most suitable methods, according to the characteristics of evaluation object, researchers need to attach importance to the application of transdisciplinary approaches and real options method;pay attention to dynamic valuations;and attempt to estimate bequest values using objective methodology. This review can provide reference for improving methods and enhancing the validity and reliability of valuation for maritime space resources and thereby help to deepen reform of prices,taxes and fees for maritime space resource products,and enhance system building to promote ecological progress and sustainable development.
