摘要
空间改造运动以前,台湾小型图书馆普遍馆舍老旧、馆藏不足、服务水平低下,利用率逐年下降。始于"9·21"地震后的重建区图书馆空间改造"金点子计划"开启了台湾地区小型图书馆空间改造运动,历经"金点子计划"和后续的"阅读植根计划"之后的台湾小型图书馆,面貌焕然一新,服务理念也发生彻底的变化。台湾地区小型图书馆空间改造运动采用自上而下的项目驱动方式,开辟多元化的资金来源,对图书馆的空间改造制定了"规定动作",并引入第三方评审与评估机制,对大陆地区小型图书馆的发展具有很好的借鉴价值。
Before the space reconstruction movements, the general state of Taiwan' s small libraries is unprom- ising: old buildings, inadequate collections and low-quality service, which results in a decreasing utilization every year. "The Golden Idea Plan" for library space reconstruction, beginning after the 9. 21 earthquake, had opened the space reconstruction movements of small libraries in Taiwan. This movement and the subsequent "Read Rooted and Space Reconstruction Plan" changed not only the appearance of these small libraries to a brand-new one, but also their service concept. The small library space reconstruction movement in Taiwan used superincumbent project-driven approach, created diversified sources of funding, formulated "compulsory exer- cises" for the space reconstruction, and introduced a third-party review and evaluation mechanism. All of these provide perfect references for the development of small libraries in the mainland. 2 figs. 3 tabs. 20 refs.
