摘要
高速铁路非正常情况调度指挥预案是高速铁路运营系统面对突发事件开展调度指挥活动的指南。根据高速铁路调度指挥的特点,以及铁路管理部门预案编制的相关原则,从完整性、合理性、有效性、经济性4个方面构建影响预案编制质量的指标体系,并应用层次分析法建立分层评价模型。以某铁路局对高速铁路调度指挥预案评价为例进行分析,通过组合权重值的排序得出影响预案编制质量的关键因素。
The traffic control command plan of high-speed railways under abnormal condition is a guide of carrying out traffic control command activities on emergencies faced by high-speed railway operation system.According to the characteristics of traffic control command of high-speed railways and relative principles of plan drawing by railway management department,the index system influencing the plan drawing quality was established from 4 aspects of integrity,rationality,effectiveness and economy,and layering evaluation model was established by using AHP method.This paper makes analysis on the evaluation of traffic control command plan by taking the plan of certain railway administration as example,and through the sequencing of combined weighted value,the paper achieves the key factors which influencing the plan drawing quality.
