摘要
世界各国都减少或取消了支持价格政策,转向对农民的直接补贴,关键就在于直接补贴相对于价格支持政策来说,补贴的效率较高。分析了粮食直接补贴的优点,粮食直接补贴运行中对提高农民收入、提高农民种粮积极性这两个方面并不如预期那样有效的原因,在此基础上提出完善粮食直接补贴的对策。
In many countries of the world, price-supporting policy has been reduced or eliminated and direct subsidies have been given to farmers instead in that direct subsidies are more efficient compared with the price- supporting policy. The paper analyzes the advantages of direct subsidies for grain and the reasons why the direct subsidies fail to increase farmers＇ income or improve their enthusiasm for growing grain as is expected, based on which the paper comes up with countermeasures to improve direct subsidies for grain.
