摘要
人类社会经济发展的历程表明,对新资源的开发利用是推动经济发展的一个决定性因素。知识、信息、教育这三大新资源的生成及开发利用,将是区别新经济与传统经济的显著标志。为突破自然资源的日益枯竭对经济发展的瓶颈制约,实现社会效益与经济效益的统一,必须从发展经济的指导思想上迅速实现以开发利用自然资源为主向以开发利用知识、信息、教育三大新资源为主的转变,确保国民经济的可持续发展。
Thecourseofhumansocietydevelopmentindicatesthatutilizationofnewresourcesisadecisivefactorineconomicdevelopment.Theformationdevelopmentandutilizationofthethreenewresourcesincludingknowledgeinformationandeducationwillbethenoticeablesignsmarkingthedifferencebetweenneweconomyandthetradi-tionalone.Toovercomethebottle-neckconstraintofgradualexhaustionofresourcesoneconomicdevelopmentandrealizeunitybetweensocialbenefitandeconomicresultitisimperativetoundergoatransitionfromthefocusontheutilizationofnaturalresourcestothefocusonutilizationofthethreemajornewresourcesnamelyknowledgeinformationandeducationinordertoensureasustainabledevelopmentofnationaleconomy.
