摘要
目的新医改方案中提出要进一步解决"看病难,看病贵"的问题,将推进"医药分离,逐步取消药品加成",这将对我国现有的医疗卫生体系以及医院的管理模式产生较大的影响。本文主要是为了契合医改方案,改善传统的"以药养医"的僵化局面,了解我国当前临床药师制度的实施情况,分析其发展进程缓慢的原因,从而为改进医院药学服务提供建议。方法采用参考文献阅读分析的方法,总结我国目前临床药师制度的发展状况,并参考美国现行的临床药师管理制度,通过对比提出合理的改善我国目前临床药师制度的建议,通过学习有关的新医改制度与方案,为进一步完善现行的管理制度提出建议。结果与结论通过对比分析发现我国现行临床药师制度发展缓慢,从法律、教育、社会观念等角度与美国临床药师相关的高等教育模式和管理制度体系比较,发现我国存在较大的差距。由于法律没有提供有效的社会地位保障,教育与需求的脱节以及社会传统观念的限制,阻碍了我国的临床药师发展,要改善这一局面,需要从以下四个方面进行改进:一是药师个人首先要提升自身能力;二是法律制度要进行完善、修订,为药师创造良好的社会保障;三是教育模式应该进行革新,培养适应社会需求的人才队伍;四是社会宣传力度要加强,提升临床药师的社会地位,真正发挥其才能。
Objective To elaborate the current system of clinical pharmacist,analyze the reasons for its slow development,so as to provide suggestions for improving hospital pharmacy services.Methods Reference analysis method was used to summarize the current system of clinical pharmacist.Comparative study was made between Chinese and US pharmacist management systems,and suggestions for improvement were put forward.Results and Conclusion The development of Chinese clinical pharmacists was held back by many factors,such as the law's failure to effectively protect their social status,the existence of a large gap between training and needs,and some misunderstandings due to traditional ideas.It was proposed that pharmacists should improve their professional capacity;laws and regulations be improved and revised to provide a social protection;education modes be reformed to adapt to the practical needs;publicity be enhanced to therefore promote pharmacists'social status and full play their capabilities.
